The Community Resilience Financing Partnership Facility or CRFPF is an initiative that supports countries in the Asia and Pacific region to scale up community-level investments in climate adaptation, explicitly seeking to build the resilience of poor and vulnerable communities to the negative impacts of climate change.
In October 2022, the Agence Française de Développement joined the Nordic Development Fund as it officially signed the grant cofinancing agreement with ADB for the CRFPF and subsequently provided an untied grant contribution of $1.4 million to support the facility. The CRFPF is also expecting additional funding support of £45 million from the Government of the United Kingdom.
In 2022, the CRFPF fund team started developing a series of technical notes. Its primary target audience comprises stakeholders in ADB’s developing member countries—government officials, research organizations, and nongovernment organizations—and internal ADB user departments. The series aimed to raise awareness of the Community Resilience Partnership Program and how its resources can be used to advance climate change adaptation across the region and in their countries. Two technical notes were published in 2022: Scaling Up Women-Centered Adaptation through the Community Resilience Partnership Program’s Gender Window and Supporting Transformational Adaptation through the Community Resilience Partnership Program.

To operationalize the Community Resilience Partnership Program (CRPP), ADB established the Community Resilience Financing Partnership Facility on 12 August 2021. The facility includes a multi-partner trust fund—the CRPP Trust Fund—which would provide technical assistance and grant resources to scale up climate adaptation solutions at the community level.

At a Community Resilience Financing Partnership Facility event during COP27, speakers highlighted the important role women and girls play as agents of change in community adaptation. Climate change has disproportionately impacted women and girls in poor communities. There is a need to scale up adaptation investments in sectors where women are important as economic agents.
