The Urban Financing Partnership Facility (UFPF) was established in November 2009 for investment cofinancing and technical assistance (TA) for urban environment infrastructure that benefits poor people. It comprises the Urban Climate Change Resilience Trust Fund (UCCRTF) and Cities Development Initiative for Asia Trust Fund (CDIATF) (multi-partner trust funds), and Urban Environmental Infrastructure Fund and ASEAN Australia Smart Cities Trust Fund (single-partner trust funds). The facility aims to raise and utilize development partner funds for investment cofinancing in urban environmental infrastructure projects and support a wide range of TA to help lay the groundwork for such projects.

In 2022, Spain joined the UFPF as a new partner. The Government of Spain contributed €5 million ($5.2 million equivalent) to the CDIATF for the first time. By the middle of the year, the UFPF had a total donor commitment of $191.4 million. The largest share came from the UCCRTF. Project disbursements gradually increased from $75.8 million on 31 December 2021 to $106.6 million on 31 December 2022.

One of the projects that received support from the UFPF was TA 10069-REG: Smart and Livable Cities in Southeast Asia with $1.8 million cofinancing. The UFPF also supported several activities, including the 2-day virtual networking event of the ASEAN Australia Smart Cities Trust Fund (AASCTF) showcasing ideas, approaches, digital solutions, and lessons learned from AASCTF’s ongoing pilot projects in Indonesia, Malaysia, the Philippines, and from partners in Australia and Europe. Other events the facility supported were the thematic workshops on nature-based solutions, smart city financial management, and data management for AASCTF. The same year, the UFPF released the AASCTF e-learning introductory course on smart cities.

The ASEAN Australia Smart Cities Trust Fund (AASCTF) is a single-donor trust fund established in April 2019 under the Urban Financing Partnership Facility. The fund adopts an operational focus on building livable cities that are green, competitive, inclusive, and resilient, consistent with ADB’s Strategy 2030 and the ASEAN Sustainable Urbanization Strategy, which aims to promote a high quality of life, competitive economies, and sustainable environments.

The Cities Development Initiative for Asia Trust Fund (CDIATF) is a multi-donor trust fund managed by ADB under the Urban Financing Partnership Facility. It aims to assist secondary cities in preparing bankable and sustainable infrastructure projects, linking them with funding sources, and strengthening their capacities to develop and implement high priority investments. Established in October 2017, CDIATF receives funding support from Austria, Germany, Spain, and Switzerland.

The Urban Climate Change Resilience Trust Fund (UCCRTF) is a multi-donor trust fund with contributions from the Rockefeller Foundation and the governments of Switzerland, the United Kingdom, and the United States*. It is administered by ADB under the Urban Financing Partnership Facility, and aims to support fast-growing cities in Asia to reduce the risks poor and vulnerable people face from floods, storms, or droughts by helping to plan better and design infrastructure to invest against these impacts.

The Urban Environmental Infrastructure Fund (UEIF) was established in December 2009 under the Urban Financing Partnership Facility. It supports ADB’s response to the huge unmet needs of the region for both basic and economic infrastructure, being a core business area of operations under ADB’s Strategy 2020. The fund provides support to ADB’s initiatives to support the use of improved and innovative technologies for urban environment management investments.

AASCTF Facilitates Data-Sharing MOA between Baguio City LGU and DOST Agencies

Representatives from the City of Baguio, Department of Science and Technology – Cordillera Administrative Region, and the Philippine Atmospheric, Geophysical and Astronomical Services Administration signed two memoranda of agreement (MOA) establishing a framework of cooperation and mutual partnership in support of the Baguio Flood Early Warning Information System Project. The MOA formalizes working arrangements around maintenance, technical support, and data-sharing between the three agencies.

Stories

To address the challenges of rapid urbanization and support the Makassar city government’s ambitious smart city program, the ASEAN Australia Smart Cities Trust Fund developed the Makassar Livable City Plan Project. The project involves an innovative package of plans and assessments, digital platforms, and smart tools that consider a holistic examination of the city’s needs and challenges, as well as the citizens’ views, putting forth a strategic framework for smart urban development. An ADB technical assistance financed through the Urban Climate Change Resilience Trust Fund worked to empower poor and vulnerable urban communities in Bangladesh, Pakistan, and the Philippines in tackling the impacts of climate change by using nature-based solutions in community-led projects.
