The Asia Pacific Project Preparation Facility or AP3F is a multi-donor trust fund that provides technical assistance to increase the level of infrastructure development and enhance the quality of infrastructure in Asia and the Pacific. Its primary objective is to assist developing member country governments and their public sector agencies to prepare and structure infrastructure projects with private sector participation, including privatization through public–private partnership (PPP) modalities, and bring them to the global market.

The AP3F has committed to promoting its thematic agenda by including elements of climate change, gender equality, quality infrastructure investment, digitalization, and support to fragile and conflict-affected states and small island developing states in reviewing, processing, and implementing AP3F applications. In 2022, the AP3F approved seven new applications for financing, including those from Uzbekistan’s 1 GW National Solar Program, Bangladesh’s National Road PPP Program, and Kazakhstan’s Hydropower PPP Program. The AP3F also supported projects that reached commercial and/or financial closures in the same year, including Timor-Leste’s Dili Solid Waste Management, Uzbekistan’s Namangan Wastewater Treatment Plant and Tashkent District Heating, and Palau’s Solar Photovoltaic Independent Power Producer.

Asia-Pacific PPP Project Preparation Facility Launches Operations

The Asia-Pacific Project Preparation Facility (AP3F), a multi-donor trust fund managed by ADB, launches its operations to help Asia and the Pacific prepare, structure, and place bankable public–private partnership projects in the market.
