The Spanish Cooperation Fund for Technical Assistance or TAGF-SPA is a single-donor trust fund that finances technical assistance (TA) operations in ADB’s developing member countries. Sectors supported by the fund are energy (renewable energy), urban development, water and sanitation, flood management, finance, and transport, particularly railways. It finances project preparation, advisory services, and project implementation.
In 2022, the Government of Spain expressed its continuing commitment to and support for ADB and approved a €5 million ($4.9 million equivalent) replenishment to the TAGF-SPA. The trust fund piloted an exercise with ADB’s Central and West Asia Department (CWRD) that allowed the Spanish “focals” to view the CWRD transactional TA pipeline. After this exercise, Spanish officials requested advance information on several projects of interest. Positive feedback from this exercise has inspired its replication in other trust funds administered by ADB’s Partner Fund Division. In the same year, ADB submitted to the Government of Spain the first trust fund accomplishment report covering the period 2020–2021.

ADB has set up a $1.7 million technical assistance (TA) facility to (i) accelerate Southeast Asia’s tourism recovery from the coronavirus disease (COVID-19) pandemic; (ii) boost inclusive, sustainable development in the sector; and (iii) help local tourism entrepreneurs, especially women and youth, adopt digital platforms to grow their businesses. Spain contributed $500,000 to the TA facility through the Spanish Cooperation Fund for Technical Assistance.
ADB has approved a $161 million loan to help develop an integrated wastewater management system in Tashkent province in Uzbekistan that will improve access to reliable water supply and sanitation services. ADB will also administer an $800,000 technical assistance grant to help implement institutional reforms and capacity building. The Spanish Cooperation Fund for Technical Assistance will finance half of the amount.
