The Bill & Melinda Gates Foundation (BMGF) was established in 2000 by Bill and Melinda Gates to enhance health care, reduce extreme poverty, and expand educational opportunities and access to information technology worldwide. The foundation supports all countries in the areas of health care, education, and poverty alleviation.

The BMGF donates to the Sanitation Financing Partnership Trust Fund under the Water Financing Partnership Facility, created in 2013. The fund aims to leverage more than $28 million in investments from ADB to expand non-sewered sanitation and septage management solutions across Asia. The foundation has agreed to replenish the fund with $10 million.

On 5 December 2022, the BMGF and ADB held a day-long hybrid planning and consultation session at the ADB headquarters in Manila. They evaluated their 10-year partnership and celebrated its many accomplishments. They also discussed future collaborations, particularly on climate adaptation, urban resilience, further supporting private-sector partnerships and the adoption of innovations and technologies in the region.

The ASEAN Australia Smart Cities Trust Fund is helping Baguio City, a mountain metropolis in the northern part of the Philippines, ramp up its disaster and resilience efforts through a smart flood early warning system.

The ADB approved a $270 million loan for the construction of water supply and integrated storm water and sewage management infrastructure in Madhya Pradesh, India. The loan will expand the outcome of the Madhya Pradesh Urban Services Improvement Project, approved in 2017, by benefiting an additional 185,000 households consisting of about 1.3 million people.

ADB and the Sanitation Financing Partnership Trust Fund under the Water Financing Partnership Facility supported a project that helped residents in rural Cambodia get access to improved water sources. It also enhanced the monitoring, initiated climate change adaptation and disaster risk management, introduced sanitation solutions, and enabled the testing of affordable and innovative on-site sanitation for floating and flood-prone villages.

ADBI and the BMGF signed a 3-year renewal of a partnership agreement to support further enhancements in urban sanitation and human waste management in Asia and the Pacific. The partnership will address the challenge of lack in access to clean water and sanitation services by offering policy guidance and training to promote investment in citywide inclusive sanitation services.
